There are a couple of ways. depending upon pourousness of the concrete, will determine which method would work best. Any Home Depot or Lowes carries a concrete cleaner (Zep's is the brand I use) that will remove most oil stains, as long as they haven't been there for a long time. Gas stations use a powdered chemical called Soylent Green, but haven't been able to find that for residential use, I ordered it through a chemical supply warehouse, that works really well. Last resort for really bad oil stains would be muratic acid, but dno't like to use this, as run off will kill any plants, grass, shrubs or any other vegetation it touches. hope this helps.... If it is still wet, use kitty litter (not the scoop-able kind) to absorb it. Sweep it up when dry and pour lemon juice on it and let it sit in the sun for a while (about 1-2 hours). Use a stiff bristled brush on it and spray off with water. Also works for rust stains
We in the Caribbean call it pitch oil and powder soap, sprinkled on the spot or made into a liquid and pour over area leave for a little while then wash or sweep off with clean water.

throw some dirt on the stain. the dirt will soak the oil up
Scrubbing bubbles. After, cat litter can absorb.
kitty litter will absorb it - throw down some on the oil and then sweep it up in a day or two...
